Funding Opportunity Description:The purpose of this federal assistance is to restore and manage native habitat on federal lands, adjacent nonfederal lands and areas of interest in support of the USFWS youth program located throughout the states of Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, Ohio and Wisconsin. To accomplish this goal, the recipient intends to provide youth crews to restore both native grassland, oak savannas, wetland, riparian, and forest habitat; in addition to other stewardship services such as invasive species removal, hazardous fuel reduction, fence line removal, tree cutting and or planting, habitat mapping and installation of parking lots and gates to provide for and direct public access. These actions will help conserve and protect native plants and animals for not only their benefit, but also for the public good derived from such conservation efforts. Through the activities provided through this Agreement, the Service will be better able to manage grassland, wetland, riparian, forest and oak savanna habitat. Many of these activities will be projects completed by working side by side with Service staff in the field.

Substantial involvement on the part of the USFWS is anticipated for the successful completion of the activities to be funded. In particular, the USFWS will be responsible for the following:

1. Provide maps and technical expertise, or specialized instruction in the use of equipment for the removal of invasive species. Provide instruction and training on the identification of invasive species, including reasons for control and appropriate timing and methods of control techniques.

2. As needed, provide chemical for spot treatment of invasive species.

3. Provide equipment and vehicle storage location for the recipient’s crew during the work period.

4. Provide instruction and training on the proper restoration of oak savanna, a rare habitat type that represents one of the most endangered ecosystems in the world.

5. Work alongside recipient crews to identify and properly harvest various native prairie grass and forb species.

6. Provide direction and project locations to maximize grassland bird benefits derived from invasive species control and tree removal through the creation of large blocks of grassland. As needed and available, provide GIS analysis of project sites to maximize grassland blocks.

7. Complete neighbor contacts and discussions to coordinate removal of trees and invasive species on common fence lines. When needed, in partnership with the recipient, provide operator and equipment to work with fence line removal projects.

8. Provide instruction and training on riparian restoration techniques and trout management.

9. Provide locations and specifications for the installation of parking lots and or gates; and complete necessary permits and utility locate calls. When needed, provide operator and equipment to recipient to complete parking lot and or gate projects.

Funding Opportunity Description:Under FY14 appropriations to the Great Lakes Restoration Initiative, the U.S. Fish and Wildlife Service (FWS) anticipates providing grants to support implementation of Great Lakes State Aquatic Invasive Nuisance Species Management Plans (State Plans), and support for the creation of an Interstate Aquatic Invasive Species Management Plan (Interstate Plan). State Plans have been transmitted by state governors and then approved by the Aquatic Nuisance Species Task Force. The Interstate Plan will not be submitted to the Aquatic Nuisance Species Task Force for review and approval. All state grants will be awarded based on a competitive process for which only Great Lakes states are eligible.

To be eligible for FY14 funding to implement State Plans, FY10 and FY11 grant funds must be completely expended, at the time a proposal is submitted. Also, allocation of funding will require, within 1 year of the grant agreement becoming fully executed, completion of either one rapid response training session or one rapid response action. Also, state agencies must have either completed updates to their State ANS Management Plan to include rapid response capabilities, or be on track to complete that update by September 30, 2014. Please include either the completed state rapid response plan, or a schedule for finalization of that rapid response plan (required completion by September 30, 2014) as an attachment in your grant application.


Two year grant awards will be used by states (including for developing the Interstate Plan) for activities that directly relate to the protection and restoration of the Great Lakes and Great Lakes Basin. Priorities for funding will include:

Implementing risk management approaches for species and pathways as described in GLMRIS reports

Developing and implementing an Asian carp prevention and management plan for the Great Lakes

Addressing climate change in risk assessment and management activities.

The Secretary of Agriculture has a congressionally designated advisory council that assists the U.S. Forest Service in establishing the grant categories and recommendations of final proposals for the Forest Service to consider. This is the National Urban and Community Forestry Advisory Council (NUCFAC). The Council serves to advise the Secretary of Agriculture on the status of the nation’s urban and community forests and related natural resources.

The NUCFAC seeks to establish sustainable urban and community forests, by encouraging communities of all sizes to manage and protect their natural resources, which, if well managed, improves the public’s health, well-being, economic vitality, and creates resilient ecosystems for present and future generations. The Council recommends urban and community forestry projects that have national or multi-state application and impact through the U.S. Forest Service’s competitive Urban and Community Forestry Challenge Cost Share Grant Program.

Two other eligible applicants for the grant money for starting a business consist of:
- Indian tribes on both Federal or State reservations, and other Federally recognized tribal groups.
- Cooperatives with members that are primarily rural residents and that conduct activities for the mutual benefit of the members.

On the flip side, minority business grant money offered in the "CFDA" is focused on fostering new minority business enterprises as well as maintaining and strengthening existing companies in order to increase their opportunities to benefit from external financial resources.

Applicants eligible for this program for grant money for starting a business include State, Federal or local government entities or quasi-governmental entities, small/junior colleges, universities, American Indian Tribes, nonprofit organizations, and for project organizations.
